Staffing Process for Part-time Hourly

The steps below outline the Staffing Request process that takes place before beginning to recruit for a new position:

  1. The organizational unit identifies needed position(s) in consultation with the appropriate Vice President(s).
  2. If this is a new position or there are changes to an existing position the department or organizational unit works with Human Resources to perform a job analysis to identify work activities, competencies and essential functions of the position. From that analysis, the organizational unit will write and create a job description reflecting basic duties and responsibilities of the position.
  3. Human Resources assists the requesting unit in determining the appropriate title and salary, and reviews the classification to determine that the position is in compliance with State and Federal laws regarding hourly status. Once an hourly rate is determined, the department or organizational unit reviews applicable budgetary implications including salary, benefits, travel, supplies, and equipment/office needs.
  4. Once the job description and budget implications are set, the requesting authority routes a completed, signed Staffing Request along with the job description to the following areas for signature:
    • Appointing Authority – to confirm that the position meets unit goals;
    • Human Resources – to determine job title, salary and what recruitment activities are appropriate to meet Highline’s Affirmative Action plan;
    • Budget Office- to verify that funding is available;
    • President’s Office – to confirm that the new position meets institutional goals.
  5. After routing, the Staffing Request with all appropriate signatures is returned to Human Resources and a recruitment file is established, HR will inform the organizational unit that recruitment may begin. Human Resources will advertise where requested. As applications come in, they will be scanned to the appropriate Hiring Manager for review. The Hiring Manager schedules the interviews and extends the offer directly to the candidate and reports to HR throughout recruitment process on current status.
    • In the case of temporary part time positions, the candidate to be hired may already have been identified, but s/he cannot start working until the position has been established through the completed Staffing Request procedure (See Step 6 below).
  6. Once the new employee has been identified, the next step is to complete the Employee Action Form (link to form) and send it directly to Human Resources. Please also inform the new hourly employee that they will need to come to Human Resources prior to their start date to complete new hire paperwork. New Hires will not be paid or entered in the system until we receive the action form and new hire paperwork. They will need to bring in the following documentation:
    • I-9 -Employment Eligibility Acceptable Documents (link to I-9 form)
    • Social Security Card for payroll and tax verification
    • Voided check for direct deposit
