Open Enrollment (OE) for the 2027 plan year runs from October 26 through November 23, 2026. Changes made during Open Enrollment will take effect January 1, 2027.

Highlights of 2027 PEBB Benefit Changes
- Consumer-Directed Health Plans (CDHPs): Deductibles will increase to $1,750 for individuals and $3,500 for families to meet IRS requirements.
- Health Savings Accounts (HSAs): Annual contribution limits will increase to $4,500 for individuals and $9,000 for families.
- HIV Prevention and Treatment Coverage: All FDA-approved antiviral medications used to prevent and treat HIV will be covered without prior authorization or step therapy requirements. Generic alternatives may be substituted when therapeutically equivalent.

Expanded access to birth doula services across the plans.
- Expanded access to non-emergency medical transportation for Kaiser Permanente Northwest (KPNW) and Kaiser Permanente Washington (KPWA) plans.
- Kaiser Permanente Washington (KPWA) is renaming its Core network to SoundChoice (no provider changes; members will receive new ID cards)
- Flexible Spending arrangements (FSAs): The annual maximum contribution for both the FSA and Limited Purpose FSA is $3,400. Subject to change if the IRS announces a higher limit before the end of Open Enrollment and it is approved by PEBB. The maximum carryover amount from 2026 to 2027 will increase to $680.
- SmartHealth: The SmartHealth program will be discontinued after December 31, 2027. Employees who qualify for the 2027 wellness incentive by the program deadline will receive their incentive in January 2028.
